Meet the Speakers
David Kehm, Principal, FGM Architects
David Kehm is a Principal at FGM Architects (FGMA), a 200-person architecture firm with 8 offices around the country, including St. Louis and O’Fallon, IL. FGMA focuses on higher-ed, K-12, multi-family, municipal, corporate, federal, and faith-based projects. David is currently involved in projects with Southwestern Illinois College (SWIC), Kaskaskia College, Offutt Air Force Base, and Rend Lake. He brings 36 years of experience in architecture and our region. David earned his Bachelor of Architecture degree from Kansas State University.
Subash Alias, CEO, Missouri Partnership
Since May 2019, Subash Alias has served as CEO at Missouri Partnership. Along with his colleagues, he actively markets the state to companies considering relocating or investing in new operations in Missouri. Before serving as CEO at Missouri Partnership, he was Senior Vice President and worked on the Business Recruitment team as one of four project managers working to attract companies to the state. Subash earned his undergraduate degree in Business Administration from St. Ambrose University in Davenport, Iowa, and received his MBA from the Olin Business School at Washington University in St. Louis.
Tracy Whelpley, Senior Vice President, Greater St. Louis, Inc.
Tracy Whelpley is an experienced brand strategist and senior vice president of business attraction for Greater St. Louis, Inc. In this role, she leads strategic marketing initiatives highlighting the competitive advantages of investing and locating in the St. Louis metro. With a focus on showcasing the region’s strengths in tech, bioscience, and advanced manufacturing, Tracy and her team work to attract domestic and international businesses to create jobs and generate growth through innovation and collaboration. Before joining Greater St. Louis, Inc. in 2022, Tracy spent nearly 15 years at Cannonball marketing and advertising agency, where she played a pivotal role in developing Greater St. Louis, Inc.’s STLMade and GeoFutures brand and marketing initiatives. Tracy holds a Bachelor of Journalism from the University of Missouri – Columbia and an MBA from the University of Missouri – Kansas City.
Josh Gaghen, Vice President, McCarthy Building Companies
With more than 25 years of design and construction experience, Josh has participated in design and construction of design/build and CM at risk projects ranging from aviation, healthcare, office, and manufacturing to the Next NGA West (N2W) Program. He earned a Bachelor of Science degree from the U.S. Air Force Academy, a MBA from Webster University, and a Master’s degree in Civil Engineering from Missouri University of Science & Technology. Josh is a certified DBIA professional, a registered Engineer in the State of Missouri, a LEED® Accredited Professional and a registered Structural Engineer in the State of Illinois. He currently serves as St. Louis Business Unit Leader in McCarthy’s Central Region.
